Submission of online Passport Applications is mandatory
It would be mandatory to complete passport application online from Monday, 23 June 2014 and signed copy of the same, along with requisite documents, need to be submitted at the Embassy. Application would be processed for issue of either a regular passport (Machine Readable Passport of 10-year validity) or a Short Validity Passport (hand written passport of 2-year validity), as the case may be. http://www.passport.gov.in/nri/

Information on Machine Readable Passport
In accordance with the International Civil Aviation Organisation (ICAO) guidelines the Government of India introduced Machine Readable Passports with effect from 26th August 2007. All Indian nationals in India and abroad are to be issued Machine Readable Passports. In the case of Indian nationals applying from the Philippines, Republic of Palau and the Federated State of Micronesia (Palikir), these passports will be printed and issued from India. The applications for such passports are required to be submitted to the Embassyof India, Manila well before the date of expiry of the existing passports for processing by this Embassy and issue of passports by the concerned office of the Government of India in New Delhi. Such passports will be issued in India and received by the Embassy for delivery to the applicant concerned. The whole process for issuing of a passport may take from 10 to 15) working days in case of previous passports issued by Embassy of India, Manila and 10 to 15 working days from date of receipt of confirmation from previous Passport Issuing Authorities (PIA) in case of passports issued from other PIAs  as the case may be, from the date of application.


Dimensions of photographs required for Machine Readable Passports should be of square size of not less than 2 x 2 inches (51 mm x 51mm) of high quality colour with light background and the face covering 80 % of the photo.

Note 1: In respect of renewal / re-issue of passport of a minor , either of the parents or guardian has to submit the application along with originals of all the documents of the minor which would be returned back to them after acceptance of application

Note 2: In case more than one year has elapsed since the expiry of the passport applicant will also need to submit an affidavit in the prescribed format stating that you have not acquired Filipino nationality and a letter from DFA confirming the same. (Download Affidavit). PASSPORT FOR THE NEWLY BORN CHILDREN

Registration of children eligible for Indian nationality 

  • 6 latest studio photographs which should be of square size of not less than 2 x 2 inches (51 mm x 51mm) of high quality colour with light background and the face covering 80 % of the photo.

  • Original Passports with photocopy of relevant (photopage, first and last page, Philippine visa page) of both parents
     
  • Original I-Card - ACR/ ICR with photocopy (valid) of both parents
     
  • Original Birth Certificate authenticated by NSO (main office, printed in security paper) and DFA with photocopy
     
  • The passport application should contain the thumb impression of the child and should be signed by both the parents (Col No 28 regarding declaration by parents).

Important Note
The name of parents MUST be included in both passports, IF NOT, they must apply for such INCLUSION

  • 2 passport size photos

Note : Registration of children eligible for Indian nationality
For a child born in the Philippines and Federated States of Micronesia, Palau and Marshal Islands to be registered as an Indian citizen , the application must be made within one year of the child’s birth on the prescribed form . In case the child is above one year, the case will be referred to the Ministry of Home Affairs, Government of India for clearance. Birth will be registered and Indian passport issued on receipt of clearance.

An affidavit to be submitted by the parents stating the reason why the child was not registered within one year of birth and the child has not acquired citizenship of any foreign country. If one of the parents is a foreign national, parents will produce a letter from the Department of Foreign Affairs confirming that the child has not acquired citizenship of that country. Embassy (Consular Section) may be consulted for additional application requirements.

GENERAL INFORMATION FOR APPLICANTS 
Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. Passports should not be sent out of the country of residence by post. If lost or destroyed, the fact and circumstances should be immediately reported to the Indian Mission and the local police.
It is an offense under the Passports Act 1967 to give false information in the Application. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, wilful damage of passport and for making unauthorized changes in the passports.
Your passport can be impounded or revoked by the Government of India under the provisions of the Passports Act 1967 in which event you will have to surrender the passport to the nearest Indian Passport authority.
If you have acquired Brunei Citizenship, please surrender the Indian passport to the Embassy of India, Manila. The Indian passport is returned to the applicant after cancellation and a Surrender Letter is issued. The cancelled Indian passport should be kept in safe custody with you as it may be required at the time of applying for the PIO card.
Incomplete/false information: 
Print out of online application forms should be filled in fully, accurately and submitted with the passport. The application must be signed by the applicant himself. Misrepresentation/ suppression of the facts may result in denial of passport/consular service. Incomplete/incorrect applications, applications with inadequate fee and the fee not paid in the prescribed manner will be returned without any service. Please keep a photocopy of your passport in a safe place. Without these details, the issue of a duplicate passport may get delayed.
It may take more time to process the passport application in case where the clearance is awaited from Other Indian Missions/ Passport Offices.
NOTE: These are general guidelines. In case of any other requirements that are needed to be fulfilled by the applicants the same will need to be provided.
Frequent travellers are suggested to scan all pages of their passport, visa, stay permit, local ID cards etc and store them on their personal USB flash drives, external hard drives, laptops or on their email addresses for easy access in case of lost or misplaced travel documents.

PUBLIC NOTICE REGARDING HAND WRITTEN PASSPORTS

The International Civil Aviation Organization (ICAO) has set a deadline of the 24th November 2015 for globally phasing out all non-Machine Readable Passports (MRPs). From 25th November 2015 onwards, foreign Governments may deny visa or entry to any person travelling with a non-MRP passport. 


2. All handwritten passports with pasted photos earlier issued by Government of India are considered non-MRP passports. All 20-year validity passports will also fall in this category. The Government started issuing MRP passports since 2001. All new Indian passports are ICAO-compliant MRP passports. 


3. Indian citizens residing in India and abroad and holding handwritten passports as well as 20-year passports with validity beyond the 24th November 2015, should, therefore, apply for re-issue of passports and obtain MRP passports well before the deadline in order to avoid any inconvenience in obtaining foreign visa or immigration problem.
